Schemes for development of women and child

Sampoorna Scheme

Odisha state government has launched SAMPURNA (Sishu Abond Matru Mrityuhara Purna Nirakaran Abhijan) Scheme to provide financial assistance for pregnant women of the state.

Objective :-The objective of SAMPURNA scheme is to bring down the death rate of the new born Child (Infant Mortality Rate) and also of the Mother (Mother Mortality Rate) during pregnancy across the state.

This scheme will provide Rs. 1000 as transportation cost to reach the hospital at time delivery to the pregnant women who are living in inaccessible areas.Therefore, all the pregnant women from the inaccessible regions who reaches the hospital for delivery by arranging vehicles spending their own money, will receive Rs. 1,000 as the transportation cost.

The scheme will be applicable only for pregnant women who are living in inaccessible areas where the ambulances of government hospitals  and other four vehicle hospitals can not reach. The scheme is expected to provide benefits to about 60,000 pregnant women every year.

Odisha Kalinga Sikhya Sathi Yojana (KSSY)

The state government has launched Kalinga Sikhya Sathi Yojana (KSSY) to provide education loan for those student who are pursuing higher studies. Under this scheme, the students would be provided education loan at an interest rate of just 1% by the several banks .The loans would be provided under Education Loan Application Forms at dheodisha.gov.in

Objective :-The objective of Kalinga Sikhya Sathi Yojana (KSSY) is to reduce the burden of parents who can not afford fees for higher studies. The state government has allocated the fund of Rs. 500 crore in the state budget for successful implementation of this scheme.This scheme will provide loan up to Rs. 10 lakh at 1% of interest rate to the students. The intention behind this scheme is to motivate the poor students to complete the higher studies.

Biju Kanya Ratna Yojana

Objective:- The scheme is aimed at improving the sex ratio at birth and child sex ratio in three districts of the state.

The scheme was launched during the birth centenary celebrations of legendary leader Biju Patnaik here at the Secretariat. The chief minister also unveiled the logo of the scheme during the launch.

The Biju Kanya Ratna Yojana will be implemented on pilot basis in three districts of the state including the CM’s home district, Ganjam. The other two districts would be Dhenkanal and Angul. The child sex ratio in these three districts has declined to an alarming level.

Kalinga Sikshya Sathi Yojana

Objective :-The state government would provide education loans to the poor meritorious students at a very low interest rate.

Under the Kalinga Sikshya Sathi Yojana, the meritorious students would be provided education loans at just 1% of interest rates to achieve their dreams of higher education. The loan, however, would be given only to candidates whose annual household income is less than Rs. 6.00 Lakh.

The loans under the new scheme would be available to students who are willing to take higher education in medical, engineering, management, law and other fields.

Biju Sishu Suraksha Yojana

Objective :- the state government would provide financial support for their education till higher secondary. The main objective of Biju Sishu Suraksha Yojana is to take care and protect such children through rehabilitation.

The scheme aims to protect children who are without biological or adoptive parents, legal guardians, affected/infected with HIV and found to be most vulnerable.

Apart from financial support for studies and marriage of girl child beneficiary, the state government would also provide Rs. 7,000 to Rs 40,000 for technical education to the beneficiary. The support will help meet the expenses like admission and tution fee, study material and other related expenses.

Social Developmental Schemes

Tritiya Prakriti Surakshya Abhiyan

The State Government of Odisha is planning to launch a new scheme named as “Tritiya Prakriti Surakshya Abhiyan (TPSA)” for the welfare of the transgender community. The aim of the scheme is to provide rehabilitation facilities, scholarships to transgender students, generate employment opportunities and other basic facilities to the transgenders.

TPSA scheme guidelines will be introduced and operated by the department of social security and empowerment of persons with disabilities (SSEPD) for the upliftment of the transgender community. Before implementation of the scheme, SSEPD department will soon start the survey to identify the transgender people across the state.

Madhubabu Aain Sahayata Yojana for Legal Assistance

Objective :- The main objective of Madhubabu Aain Sahayata Yojana is to provide free legal assistance to poor of the society and help him get the justice. The scheme aims to target the mass at grass root level in every panchayat across the state.

The state government under the scheme would setup Madhubabu Aain Sahayata Kendra in panchayat office or Rajeev Gandhi Seba Kendra to settle legal disputes of poor. The government would organize ‘Sahayata Sibir’ every Saturday or maximum of four days per month to settle legal disputes of afflicting poor, women, backward classes, old persons of villages.

Under the Madhubabu Aain Sahayata Yojana, a fee of Rs. 500 per meeting would be paid to law officials while Rs. 150 will be paid to PEOs (Panchayat Executive Officer/Gram Rojgar Sevak) for management of legal cell.

Abadan Scheme

Objective :- The objective of this scheme is to improve the quality of life of senior citizen by providing them basic amenities like food, shelter, medical care and old age protection.

The Abadan scheme is being framed and will be operated by Social Security and Empowerment of Persons with Disabilities (SSEPD) department, Odisha. This scheme will emphasize on extension of various services for the welfare of senior citizens. In addition, it will create facilities to provide extensive rehabilitation services to the to the vulnerable elderly.

UNNATI Scheme Launched for Development in Urban Areas

Objective :- The aim of the scheme is to bring prosperity and inclusive growth in urban areas.

Under the UNNATI scheme, the state govt. will provide funds through various schemes and agencies. Also the state government has decided to provide 100 percent LED street lighting and piped water supply to all districts in the state.

According to the memorandum of understanding (MoU) between Energy Efficiency Services Limited (EESL) and the Housing and urban development department the govt. would invest nearly Rs. 75 crore in the coming year for LED street lights across the state. For a period of seven years, maintenance and monitoring of LED street lighting will be taken care by EESL.

 

Pension Schemes

Madhu Babu Pension Yojana – Old Age Pension Scheme

Madhu Babu Pension Yojana is a flagship pension scheme of state government of Odisha to provide pension to old age, widows and handicapped persons. The scheme will now be extended to cover 3 Lakh more people across the state. CM Naveen Patnaik has directed the district collectors to implement the scheme from 15th August.

Under the Madhu Babu Pension Yojana, 47 Lakh people are already being benefited but with 3 Lakh more, the number will reach to 50 Lakh. The scheme is for the people who are either physically challenged or above the age of 60 years. Widows are also the beneficiaries of the scheme.

Baristha Bunakar Sahayata Yojana – Pension Scheme for Elderly Weavers

Odisha State Government has launched a new scheme for elderly weavers in the state to mark the National Handlooms Day. Named as “Baristha Bunakar Sahayata Yojana”, the scheme is aimed at providing financial assistance to the elderly weavers in the state.

There are about 8000 weavers in the state working in this field for more than 20 years to which the scheme will be extended. Under the Baristha Bunakar Sahayata Yojana, the weavers above the age of 60 years will get an allowance of Rs. 500 per month while weavers above 80 years of age will get Rs. 700 per month allowance.

Nirman Shramik Pension Yojana – Pension Scheme for Construction Workers

The new pension scheme will specially be for the construction workers in the state. Nirman Shramik Pension Yojana would benefit about 25 Lakh construction workers in the state.

The scheme has been launched under the mission of “Social Security for All” to bring the construction workers under the security net. The scheme would provide monthly pension to nearly 25 Lakh construction workers in the state of Odisha.

Under the scheme, construction workers of 60 years and above will be provided pension of Rs. 300 per month. The workers whose age is 80 and above will be provided monthly pension of Rs. 500.

Developmental Schemes

Biju Pucca Ghar Yojana

State Government of Odisha has set a target of constructing about 2.5 Lakh houses in the state within next one year. The housing units will be constructed in rural areas for the rural poor in the state.

Out of the total 2.5 Lakh total houses to be built, state government will develop 1.20 Lakh homes under the centrally sponsored housing scheme Pradhan Mantri Awas Yojana. About 92 thousand homes will be developed under the Biju Pucca Ghar Yojana which is sponsored by the state itself.

Biju Pucca Ghar Yojana – Rural Housing Scheme

Objective :- The objective of the scheme is to convert all kutcha houses to pucca houses in rural areas of the state in a fixed time frame in a mission mode approach. A pucca house means that it should be able to withstand normal wear and tear due to usage and natural forces including climatic conditions.Odisha Schemes and Projects

The basic approach behind the scheme is that Housing is a fundamental human need and is a basic requirement for human survival as well as for a decent life.Under the scheme, the kutcha houses in the rural area will be converted into pucca homes with foundation, walls & roof made of permanent material. Wall material include stones, fly ash bricks, burnt bricks, cement concrete, timber etc. The expected minimum life of the constructed pucca house should be 30 years.

Nirman Shramik Pucca Ghar Yojana

Objective :- The registered construction workers will be provided an assistance of Rs. 1 Lakh to build homes.

In the first phase of the scheme, about 1200 registered construction workers would be included as beneficiaries of the scheme. Any construction worker between the age of 18 to 60 years who is registered with Odisha Building and Other Construction Workers’ Welfare Board can avail the scheme benefits.

Baristha Nagarika Tirtha Yatra Yojana Odisha

Objective :- The main objective of the scheme is to provide affordable, safe and comfortable journey to pilgrimage places.

The scheme was launched by the CM at Berhampur Railway Station during his visit to Ganjam District on 25th July 2016. To mark the launch of the scheme, Chief Minister flagged off a train with 1000 pilgrims bound for Rameswaram & Madurai. Under the Baristha Nagarika Tirtha Yatra Yojana, the pilgrimage trains will be equipped with doctors, paramedics, security personnel & guides.

Baristha Nagarika Tirtha Yatra Yojana will include Rameswaram-Madurai, Haridwar-Rishikesh & Allahabad-Varanasi for travel.

 

Employment Programmes

Special Employment Generation Programme

Objective :- The main objective of the scheme is to generate self-employment in rural areas and especially to promote tiny units for which bank finance was not available earlier.

Special Employment Generation Programme, a self employment scheme will be launched by the state government of Odisha before the upcoming Panchayat elections. Under the Special Employment Generation Programme, the state government will provide a bank loan up to Rs 5 lakh to traditional artisans.

Spinners, weavers, carpenters, blacksmiths, potters, cobblers, barbers and washermen will be eligible to avail loans under the new scheme. Margin money subsidy of up to 25 per cent will be provided under the scheme. The state government proposes to set up 7,850 units within five years (five units in each block of the state per annum) under the scheme.

Biju Atma Nijukti Yojana Self Employment Scheme

Objective :- It aimed at providing self employment to unemployed semi-literate youths in the state.

Under the Biju Atma Nijukti Yojana, the state government will provide soft bank loans of up to Rs. 5 Lakh to such un-employed youth to setup their own small businesses. The loan will be provided without any collateral security, mortgage or pledge of assets. A subsidy of up to 30 per cent would be provided to the beneficiaries.

1.75 crore youths in the 18 to 35 age group constitutes the 42% of the state’s population. Under the scheme, apart from the bank loan, the government also plans impart skill-development training to youths who haven’t completed their matriculation.

Odisha Govt. Announces to Provide Skill Training to 6.3 Lakh Youths

Odisha state govt. has announced to join hands with the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Pradhan Mantri Kaushal Kendra (PMKK) and Deen Dayal Upadhyay Gramin Kaushal Yojana (DDU-GKY) to provide skill training to 6.3 lakh youths by 2018-19 through different programmes of the Centre.

State govt. has established the Industrial Training Institutes (ITIs) and the Advanced Skill Training Institutes with employment linked quality programmes. The Centre recognized Odisha as the best-performing State in the country in skill development under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and awarded the State at a specially organized function in Delhi in June.
